Post-Construction Stormwater Management in New Development and Redevelopment is the fifth minimum control measure (MCM) required by the EPA and Kentucky Division of Water. The City of Richmond continues to protect our watersheds through management of storm infrastructure after development and re-development.
What is Post-Construction Stormwater Management in New Development and Redevelopment?
Post-Construction Stormwater Management refers to activities that take place after construction occurs in the city. This can include both structural and non-structural controls for stormwater management for the property’s life. This allows the city to protect our watersheds and monitor the impact of development and redevelopment.
Why is Post-Construction Stormwater Management in New Development and Redevelopment beneficial?
In areas of new development and redevelopment, stormwater runoff has show to have a significant impact on the receiving watersheds. The impacts include water quality and quantity.
Water quality is impacted by the number of pollutants that are in stormwater runoff. This can include oil and grease, pesticides, heavy metals, and nutrients such as phosphorus and nitrogen. These pollutants eventually make it to our watersheds and damage aquatic habitats and life.
Water quantity is impacted by the amount of runoff that occurs during storms to our receiving water bodies. Increased impervious surface, like parking lots, rooftops and driveways, interrupts the natural collection of water through the ground and soil. Water flows very quickly from impervious surfaces and can create damage to our aquatic habitats and life.

The City of Richmond has passed the following ordinance related to Post-Construction Stormwater Management:
